While the network management and empowerment strategy and the
                 enhancement of linkage between school-based and non-school-based EESD strategy are
                 meant to drive and decentralize EESD endeavors to the local level, the knowledge
                 management strategy aims to harness fruitful results from local experiences so that they

                 become collective learning that supports further EESD development.

                  Mechanisms to Implement and Coordinate EESD


                        Key mechanisms are as follows:
                        Action  and  budget  plans. As the EESD lead agency, the Department of
                 Environmental Quality Promotion is responsible for coordinating with agencies/
                 organizations that are designated as lead agencies and supporting agencies of all EESD
                 strategies to prepare annual action and budget plans.

                        Subcommittee for the Implementation of the EESD Master Plan. The Ministry of
                 Natural Resources and Environment proposes to the National Environment Board to
                 appoint the Subcommittee on the Implementation of the EESD Master Plan, comprising of
                 the lead agency for the EESD Master Plan and the lead agencies and supporting

                 agencies for all EESD strategies, plus experts from various sectors. The subcommittee is
                 responsible for steering and monitoring the implementation of the EESD Master Plan and
                 action plans. The subcommittee also serves as a forum for policy and strategy
                 coordination, and is responsible for monitoring and review of the strategies under the
                 EESD Master Plan.

                        Strategy  Implementation  Working  Groups.  The  Subcommittee  for  the
                 Implementation of the EESD Master Plan appoints Strategy Implementation Working
                 Groups to be in charge of implementing each strategy. Each group consists of the lead
                 agency and supporting agencies, plus key network organizations and experts.


                        The EESD Secretariat. The Department of Environmental Quality Promotion
                 serves as the EESD secretariat, and is responsible for coordinating the planning,
                 budgeting, and information systems in support of the implementation of the EESD
                 Master Plan.
