                        1. Public communications
                          First order of business is public communications.  Public communications
                 play a vital role in creating a shared understanding and vision about EESD, the roles

                 and responsibilities that different agencies, organizations and various groups can
                 undertake in EESD development. This strategy lays an important ground work for
                 institutional development and networking strategies.

                          Different types of public communications should be used. Moreover, public
                 communications should not only communicate, but also guide the target groups
                 toward various learning sources.
