documentaries, game shows, and children's programs. The initiative to create a dedicated channel is the
ministry's ongoing effort to improve access to quality education for all students across the country.
Literature Review
Based on the journal article “The Impact of Instructional Television on Teaching Roles and
Functions” by Tyler Keith, it states that teacher training institutions serve students from beyond their own
state borders, and tend to deal with content and methods common to all sections. Ideas, practices, and
research findings are shared through professional organizations with their conventions and publications,
and through numerous special conferences.
In countries with a tradition of local and provincial educational responsibility, the problem is
further compounded when regional, provincial, or national instructional television is made available. The
innovation appears to represent a standardization of curriculum and teaching which ignores local and
regional needs and interests, and smacks of educational totalitarianism
In addition, based on another journal article “Instructional Development in Instructional
Television” by Diana R. Carl, she defines that instructional development trends in instructional television
is hazy at the best. Those instructional television facilities which appear to have more resources and serve
larger areas seem to share many of the same elements of the instructional development process, including
a concern for assessing needs, specifying the audience and objectives, selection of format and a
recognition of the need to formatively evaluate a program. In facilities specializing in televised instruction,
the medium is predetermined. The use of television as the primary medium of instruction in this case has
immediate relevance to the goals of the facility. Although not specifically tackled in the literature nor
discussed by those interviewed, the sources implied a trend toward the use of supplemental materials in
conjunction with the television program.
Based on the article journal ‘Distance Education and the Evolution of Online Learning in the United
States’ by Hope Kentnor. Distance education is defined as a method of teaching where the student and
teacher are physically separated. It can utilize a combination of technologies, including correspondence,
audio, video, computer, and the Internet (Roffe, 2004). Distance education is not a new way of teaching.
It can be traced back to as early as the 18th century. Its evolution and progression over the last 300 years
run parallel with innovations in communications technology, and distance learning continues to grow in
popularity.
Online education has not only changed the landscape for distance education, but has greatly
impacted higher education as a whole across the globe. Distance education makes education attainable
for those who are unable to sit in the traditional classroom. It is now time to focus on the quality of the
education we provide, both in the classroom and online, and use the technology and innovations available
today to motivate, inspire, and educate the students of the 21st century.
Methodology
Kothari, (2004) describes research as “a scientific and systematic search for pertinent information
on a specific topic”. Research also involves creativity that is carried in a systematic way in order to improve
