                       factories outside the southern border provinces to participate in Co-operative Education.
                                2. The collaboration in vocational education management with the public

                       and  private  sectors,  it  was  found  that  there  were  six  forms.  The  fastest  form  of

                       cooperation is a business or government organization collaborating with a vocational
                       college or each organization carries out its own mission, but there might be some

                       cooperation.  For  example,  private  schools  or  government  schools  send  grade  9
                       students to study vocational education by being given a quota.

                                3. The building of vocational workforce development plan, there were four

                       factors should be consisting by: 1) industrial demand in the area, 2) accordance with
                       the needs for being workers in abroad, 3) responding to labor in the manufacturing

                       sector in the service area and 4) the development plan should be divided into two

                       types: (1) teacher development and (2) student development
