Thesis Title The Workforce Development Plan of Vocational Education to
Support the Policy on the “Triangle of Stability, Prosperity, and
Sustainability” in the Southern Border Provinces

ABSTRACT
Objectives of the research entitled The Workforce Development Plan of
Vocational Education to Support the Policy on the Triangle of “Stability, Prosperity,
and Sustainability in the Southern Border Provinces were 1 ) to study labor needs,
labor attributes, and educational management plan to support the prototype policy
“Triangle of Stability, Prosperity, and Sustainability” 2) to study the prototype policy
of cooperation on management of vocational education with the public and private
sectors to support the prototype policy of "Triangle of Stability, Prosperity, and
Sustainability", and 3) to create the plan to develop vocational workforces to support
the policy of “Triangle of Stability, Prosperity, and Sustainability”. The research was
qualitative research including document synthesis, getting interview by conducted
from ten persons, and the evaluation of information by three experts who had roles
in policymaking and following-up work from the Ministry of Education, the National
Economic and Social Development Council, and the government's special representative
on solving the problems in the southern border provinces (one person from each
sector). Research indicated the following results:

1. Within 5 years from year 0 2 0 - 0 2 2 , there will be a need for 3 2 4
vocational workers per year. The top three industries that will need vocational
workers are as follows: the first rank is rubber, palm, fruit processing, the second rank
is halal food, and the third rank is fishery. The top three labor attributes are: the first
rank is knowledge including Thai, English, and Electrical skills, the second rank
consists of physical and intellectual attributes such as patience, problem-solving, and
scientific thinking, and the third rank was mental attributes such as having moral and
