                                                          ABSTRACT


                                 This research aimed to study on the factors of conflict management competency and

                       development model for school administrators under the office of basic education commission in

                       the southernmost provinces. The process of this research divided into 2 phases: Firstly to analyze

                       the factors of conflict management competency by using questionnaire which the sample group
                       was the administrators and boards of schools in the southernmost provinces then brought the data

                       to  statistical  method  by  using  EFA  (Exploratory  Factor  Analysis).  Secondly  to  create  the

                       development  model  of  conflict  management  competency  for  school  administrators  under  the

                       office  of  basic  education  commission  in  the  southernmost  provinces  after  that  brought  the
                       outcome model to interview the experts and focus group discussion with administrators of schools

                       for evaluating and improving and a most complete.

                                 The  results  revealed  that;  1)  The  factors  of  conflict  management  competency
                       consisting of 6 factors as follows; 1.1) Control and Solve of Conflict 1.2) Confront of Conflict

                       with Superior Leadership 1.3) Relationships and Equality 1.4) Organizing for Conflict Balance

                       1.5)  Respects  for  Cultural  Diversity  and  1.6)  Self-control  in  Conflict  Situations  2)  The
                       development  model  of  conflict  management  competency  for  school  administrators  under  the

                       office of basic education commission in the southernmost provinces consisting of  7 steps as

                       follows; 2.1) Initiation of Development 2.2) Assessment before Development 2.3) Development
                       Implementation  2.4)  Development  Review  2.5)  Development  Evaluation  2.6)  Development

                       Repeat and 2.7) End of Development.
