perspective. In an effort to identify new approaches, new eco-systems are sought in order to pursue
policies for employment creation, economic growth as well as national export. Thus the policy of
integration of the arts, media, creative economy and intellectual property are closely intertwined with
international cultural relations. Thus, Malaysia participated in action plans to develop opportunities for
the country, such as implementing bilateral cultural and cooperation ties. Agencies like the Department of
Multilateral Affairs at the Ministry of Foreign Affairs actively seeks bilateral ties with countries that are
cultivating growth of art and culture.

               The MoFA’s strategy include:
Two-way flows of open dialogue within industries and countries
Frequent dialogues, seminars at national and international stakeholders
Regular participation in international shows to showcase Malaysian cultural identities
Collaborative research activities with academics and organisations
Also setting up preferential incentives such as tax and fee exemptions.

               CONCLUSIONS

Analysis of reports produced by national and international organizations, academic literature,
newspaper articles as well as online exchanges and discussions have indeed shown that the impact of
Covid-19 was immense on the worldwide CCIs. There is also evidence of lack of consistent and equal
response across the sectors in both developing and advanced nations. However, Malaysia is optimistic and
positive in planning for the bounce back. Collaborations with ASEAN will expedite the process.

This special gathering of the willing, the 2023 COLLEGA in Hatyai, Thailand will help promote a period of
reaction and develop more resilient ways of functioning. We need to learn from Southeast Asia and East
Asian experiences as much as possible to plan interventions in the future.

In conclusion, we can push towards resilience, adaptation and renewal in the creative industries and
initiate further research to assist CCIs and institutions worldwide.
